This Gallup video is an extreme PR stunt created as a live news/media event to promote his international live tour.  For this escape event Robert Gallup, under scrutiny by police officers, was handcuffed, chained, locked and welded into a steel cage, and then lowered 17 feet (3m) into the water with only a single breath of air.
